Family-owned, five-star housebuilder, Bloor Homes, is at the early stages of preparing outline proposals for a residential neighbourhood at a sustainable infill location at Coulter Lane, Burntwood.
The proposed new neighbourhood would provide:
- Up to 300 high-quality family and affordable homes, with a mix of house types and sizes proposed, including the potential to provide bungalows.
- Affordable housing potentially local policy (28%) plus additional 15% in line with grey belt policy – ie. up to 43% affordable housing.
- Potential to provide parcel of land safeguarded for future expansion of Fulfen Primary School.
- Community hub on Church Road frontage, including potential retail/cafe, as well as potential to provide community car parking for church events and other uses.
- Approximately two-thirds of the site retained as open space, including:
- Extensive landscaped public open spaces
- Green corridors
- Biodiversity areas
- A network of public walking and cycling routes
- Community orchard
- Play areas
- Sustainable drainage system providing wetland habitats
- The retention of existing mature trees and majority of hedgerows, with additional planting, to significantly increase tree cover across the site.
- Significant financial contributions to invest in local infrastructure such as healthcare, education etc.
A focus on sustainability and biodiversity
The new homes at Burntwood will be built to Future Homes Standard, meaning a gas-free development with new homes incorporating air source heat pumps, PV cells, uprated insulation and EV charging infrastructure. This will deliver a neighbourhood of net zero carbon ready homes.
We want to deliver a high-quality, healthy new neighbourhood at Coulter Lane, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. Approximately two-thirds of the site will be provided as open space. Existing mature trees and hedgerows will be retained and enhanced where possible, with the layout shaped by existing field patterns. New landscape planting will deliver a significant increase in tree cover across the site, while the sustainable drainage scheme for the site will deliver high quality wetland habitat.
Bloor Homes is a member of the Homes for Nature programme which will see the installation of swift nesting boxes in every new home and hedgehog highways between gardens.
It is anticipated that Biodiversity Net Gain of at least 10% will be achieved on site.

Consultation drop-in event
To complement our online consultation, we will also be presenting the information from this website at a consultation drop-in event. This will provide an opportunity for members of the community, including those who have limited access to the internet, to view the proposals, speak to members of the project team, and provide feedback.

Ongoing preparatory work
Spring 2025We carried out preparatory work prior to launching consultation with the community on the emerging outline plans. This included an EIA screening request issued to Lichfield District Council to help inform the scope of technical work.

Late spring/Early summer 2025We are carrying out consultation with the community, providing an opportunity for local people and representatives to help shape the emerging plans. If you would like to receive email updates as the plans move forward, please opt-in to email updates.
Outline planning application
Summer 2025We will submit an outline planning application for our proposed neighbourhood of new homes and community infrastructure to Lichfield District Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the outline planning submission.
Statutory consultation
Late summer 2025Lichfield District Council will carry out Statutory Consultation on the submitted outline plans, seeking feedback from statutory bodies such as the local parish council, the local NHS, Natural England, the Environment Agency, education providers and highways authorities, as well as members of the public.
Outline planning application determined
In line with Lichfield District Council planning timescalesLichfield District Council will make a decision on our outline planning application.
Reserved matters planning applications
Estimated 2026Should outline planning permission be granted, we will then prepare a detailed Reserved Matters planning application for the new neighbourhood. This would provide detail on house types, layouts, architecture and landscaping and involve further consultation with the community on these matters of detail prior to the Reserved Matters planning application being submitted.
